Right click on My Computer and then click Manage.
Now Computer Management screen will appear. In Computer Management just click Local Users
and Groups.
Under Users right click on the blank area as shown in the
below image, now you will get options for creating a new user account.
To delete or reset password for the particular account ,
select the desired account and right click ,now you can see the options as show
in the below image.
