While running any crystal report based applications on windows machines you might be a victim of "The type initializer for 'Crystal Decisions.Crystal Reports. Engine. Report Document' threw an exception" error. The only possible way to resolve this issue is , you need to install both the Crystal Report Run time environment that is both versions of 32 bit and 64 bit. This will definitely resolve the issue.
