In Windows MS Documents you can protect the document using passwords. You can assign password to view the document and also assign another password to modify the document.
In MS Office 2003 Version to protect the document using password:
1. Open the document which you want to protect (If already it is not opened)
2. Go to Tools - Options
3. A new screen will pop up
4. Click Security Tap
5. Now enter the password you wish to protect for viewing the document in the first box
6. If you like create password for modifying the document enter a another password in the second box
7. Finally Click on OK. Now if you try to open the document it will ask for a password and if you try to modify the contents then also it will ask for a password
The above mentioned process is same for all type of documents like MS Word 2003, MS Excel 2003 or MS PowerPoint 2003.

You can’t create a blog with a name which already exists. It is similar to creating a new email account in a same id which already exists. It is not possible.
While creating, you will be notified as the name you choose is not available.
Apart from that some bloggers may copyrighted their site name. If you try to do so they will sue you.
