In Windows 7, you might be a victim of LAN disconnected (which shows red cross mark even though it has been connected to network with LAN cable) or WiFi error (error display as limited or no connectivity).
The solution is you need try troubleshoot option or repair option. While troubleshooting if you get a error display as Diagnostic Policy Service not running, follow the below mentioned steps.
Start -----> Accessories ----> Command Prompt (run as administrator)
Enter the following command,
net localgroup Administrators /add networkservice
and then press Enter, then type the below mentioned command,
net localgroup Administrators /add localservice
and then press Enter.
Now after a restart , the issue will disappear and you will be able to access network and internet.
